Covid-19 emergency funding for domestic abuse and sexual violence support providers
Charities on the frontline of supporting victims of domestic abuse and sexual violence across Leicestershire are being invited to apply for emergency funding to help their efforts during Covid-19.
Leicestershire Police and Crime Commissioner Lord Willy Bach has been allocated £368,000 from the Government as part of a national emergency Covid-19 fund to boost help for victims and survivors of domestic abuse and sexual violence throughout the crisis.
Organisations are being invited to apply as soon as possible for grants, which will cover the period from 24 March to 31 October 2020. The funding will help them mitigate the increased costs to their work brought by the pandemic including adaptions to services to comply with social distancing, increasing demand from service users and additional staffing expenditure.
Charities can apply for grants from one of three funding streams:
- Domestic Abuse services already commissioned by the PCC (£184,000)
- Sexual Abuse services already commissioned by the PCC and those that are not (£92,000)
- Domestic Abuse services not currently commissioned by the PCC (£92,000)
The deadline for applications is 5th June 2020 and organisations are being urged to apply as soon as possible.
Willy Bach explained: “Our domestic abuse and sexual violence support providers are doing an incredible job in what are very difficult, testing circumstances. Demand for help has risen significantly and it’s vital that we do everything possible to come to the aid of those who are facing additional risk during the pandemic.
“There is no doubt that as the restrictions lift, many more vulnerable people will need help. It is critical we prepare now so nobody falls through the system.”
The OPCC will be hosting two Skype calls which will be held on Friday 22nd May at 14.30-15.30pm and on Tuesday 26th May at 14.30-15.30pm for organisations interested in applying but seeking further information. Details below:

Eligibility
To be eligible to apply for the funding, organisations must be a registered charity, a charitable incorporated organisation, or a social enterprise, including companies limited by guarantee and community interest companies and must provide support services which have the purpose of helping victims of crime cope with the impacts of crime, and, as far as possible, recover from the harm they have experienced.
Domestic abuse specific funding conditions
To be eligible for domestic abuse specific funding, the primary purpose of the organisation’s service must be to provide support to female and/or male victims who have experienced domestic abuse at any point in their life. This includes adults and children. The funding can be used to support existing clients as well as new referrals.
Domestic Abuse support services could include, but are not limited to:
- IDVAs;
- CHIDVAs;
- Family court support;
- face to face or remote counselling for individuals and / or their families; or
- support for particular groups such as BAME/ Disabled/ LGBT victims.
For example, funding could be used for:
- Short-term contracts for additional staff up to 31 October 2020 (or earlier).
- Additional expenditure on existing staff (for example overtime or increased hours), lasting up to 31 October 2020 (or earlier)
- Purchase of new equipment, for example laptops and mobile phones, to allow staff to work from home
- Online platforms through which to deliver support or counselling
- Essential spend on existing staff and equipment which can no longer be met during the lockdown because of reduced access to usual sources of funding.
Sexual violence funding conditions
To be eligible for sexual violence specific funding, the primary purpose of the organisation’s service must be to provide support to female and/or male victims who have experienced rape or sexual abuse at any point in their life. This includes adults and children. The funding can be used to support existing clients as well as new referrals.
Sexual violence support services could include, but are not limited to:
- ISVAs;
- CHISVAs;
- court support;
- face to face or remote counselling for individuals and / or their families; or
- support for particular groups such as BAME/ Disabled/ LGBT victims.
- Essential spend on existing staff and equipment which can no longer be met during the lockdown because of reduced access to usual sources of funding.
Monitoring
Recipients will be asked to complete and submit a monitoring report at the end of the reporting period

We need to respond back to the MOJ with final funding request amounts by 11th June, we are therefore asking that you submit your funding application to us by the close of play on 5th June at the latest.
Bid assessment and approval process
The completed Covid-19 Extraordinary Funding Requests to Leicestershire PCC template will be used to assess bids. In addition to this we shall take into account the needs of the locality, the latest available data and ever changing drivers to consider and make decisions on the totality of the bids submitted. The Covid-19 Extraordinary Funding Bids to PCCs template has been issued by the MOJ, however we have amended it further to add further clarity, bidders should use the Leicestershire version when submitting bids to us. We will not be able to consider bids returned on the original MoJ template.
We will inform you by 11th June if your bid has been submitted to the MOJ (for further MOJ approval) and we will be able to let you know by 16th June if your bid has been finally approved. We ask that successful recipients do not commit any of the money until we have had final confirmation from the MOJ.
